Bugfix: Downloading a specter backup zip crashed with new dependencies #2456

From flask sourcode:

        ``download_name`` replaces the ``attachment_filename``
        parameter. If ``as_attachment=False``, it is passed with
        ``Content-Disposition: inline`` instead.
