I'm adding support for this exchange under ID 9.

This issue blocks #5.

The binance support on https://github.com/cryptoeax/arbbot/tree/binance should be considered ready for testing at this point.

I'm going to merge the binance branch to production soon. If people are seeing any bugs on this branch, please consider filing them. Thanks!
