Externalize dependency-check #63

This PR moves the dependency-check to the skymatic/workflows project, namely run-dependency-check.yml

NOTE: This PR introduces a regression compared to https://github.com/cryptomator/integrations-linux/pull/62 as the workflows project currently only uses actions/cache@v3.
