Add USwest node #12

I'm going to just say this, and I don't think I'm going out on a limb or anything.

I don't think this should be done.

See, in part, discussion at https://github.com/cryptostorm/cryptostorm_client_configuration_files/issues/2#issuecomment-154790586 which references in part, the USA.

Note also data retention and surveillance laws (and proposals) are getting worse, not better in the USA.

Finally, even if that is not a concern for the reader of this pull request, I would note that there is a pending matter which has been raised by the Electronic Frontier Foundation on Rule 41 as it has been proposed in the United States. If it is not overturned before December, then the corporation-state will assume that it is "legal" to attack and insert malware and botnets into anyone's computer in the United States.

Given all that, I don't see how it is logical to propose a new node in the USA.

I am not proposing new nodes to be added. I just noticed that the current USwest node didn't have a configuration file for mac. Which I figured was an error...
