Need to define deliverable payment schedule for Filecoin Foundation

Filecoin has asked that we define a payment schedule for the project's deliverables.

I have a proposal: All 16 deliverables currently defined in the plan are crucial in one way or another to the overall success of the project. For simplicity's sake and to facilitate management with Filecoin, I propose the following:

1. We invite @realChainLife to be our Treasurer. I will simplify the Treasurer's role and keep it focused on approval and payment status tasks.
2. We divide the $72,000 budget in 1/16th ($4,500) and award that amount to each Bounty currently defined.
3. Bounty deliverables are planned for each of the 20 weeks with 2 exceptions, providing a regular payment schedule for Active Players
4. Active Players are Players scheduled to receive payment once the Bounty is in Completed stage.
5. All active Players are paid for each Bounty in Completed stage based on the proportion of hours worked since the last Bounty payment.
6. Bounties will be "prepared" in Triage. Prior to moving to Propose stage, at the beginning of the Bounty's workweek, we will allocate Bounty payment.
7. The default allocation SHOULD be defined in proportion to expected working hours of each Player for the Bounty.
8. Players can propose a custom payment schedule in the Bounty comments.

I believe this process fairly provides regular payments to Players while maintaining a tie between payment and an actual auditable deliverables. Inviting our Filecoin coordinator will also provide the Foundation with final say/control.
