[System] Sketch ATLAS system API #79

Given the components of the system (ScrambleDB, MPC engine), sketch a possible API for the ATLAS system and document design choices.

Started a sketch of the system on a Google doc and discussed it with @kisakishy. Next: Make sketch more formal and document it in the repo.
