The publish of docs should be performed within CI #117

At this opportunity, we should also move the doc publication workflow (which is currently based on https://github.com/crystal-lang/crystal-dist/blob/master/dist.sh) entirely to distribution-scripts so we can hopefully retire crystal-dist at some point.

161 has transferred the doc update instructions from crystal-dist to this repository. It's not fully automated yet. We could move the versioned doc publishing to the CI workflow.

latest tag should probably be applied manually, but could be combined with the docker image tags (see #120).
