Fix working directory in `capture` #457

The working directory passed to run should be the parameter path, not local_path.

Did you discover this bug using the shards executable?

No. I'm currently working on a resolver for mercurial and observed this by "looking at the code". I'm not sure whether it can be triggered from the command line.
