This patch compresses manpages installed via make install. This is a good practice to reduce install size (even though the effect is minimal). We're already compressing the manpages in the manual install instructions in distribution-scripts (https://github.com/crystal-lang/distribution-scripts/blob/6bdf20d18ea7a5b14dd31a118d828a9280a4ff75/linux/Dockerfile#L125-L127).
