Remove `Vagrantfile` #630

The vagrant configuration is seriously outdated: VM images use Ubuntu 12.04, which has been EOL since 2017. I hope nobody is using this anymore. We can surely put it away for good.

Note: #629 adds a development environment configuration based on devenv.

For historical purposes: I used old releases to build Shards' release binaries. They were oldies to make sure the binaries didn't need a recent glibc (wide usage).
