Disable ExpCraft for Players in CREATIVE Mode #28

Players in CREATIVE mode are affected by the restrictions of ExpCraft, too. For admins that want to build something for the server infrastructure this is rather annoying.

ExpCraft targets SURVIVAL servers with a focus on building. Therefore players in CREATIVE should be excluded in general.

Handle the check transparently in AbstractPermissionManager

rename hasLevel() to hasModule()
combine old hasModule() call and check whether player is in SURVIVAL in hasModule()
undo changes in CommandManager
