Can we stop putting "Homework" headings in topic files? #85

Putting a "< h 3 > Homework < / h 3 >" (sorry for the weird spacing, github was trying to parse this in its own markup language) in a topic is not taken away by nohomework=true. When nohomework is invoked, a heading is left with nothing under it. Most of the time, it seems that there is only one homework link in the topics anyway, so I don't think having a heading for it is really necessary. Alternatively, we could set up something to detect dangling headings and remove them..

These only exist in original_bjc and pd_bjc, which I think are okay to leave as-is.
