Add "Select" state to ships in Setup #33

Add a select state to ships that are still in setup phase. This feature should not be accessible when in game. From Selected state:

Player can drag ship if clicked on and holding ship.
Player can rotate ship if quick mouse click.
Select state should change on mouse down when over a ship.
Clicking anywhere but the ship will deselect the currently selected ship.
