Implement bagging ensemble model and find it's accuracy. Implements part of story #101

Tried implementing Boosting ensemble model but had issues getting it to work. I keep getting errors that the "fit estimator did not work on this test-train set". I spent several hours trying to figure out this issue and playing with the data to shape it correctly. I have not had luck yet but plan on trying again in Sprint 4. I did push up a notebook called "ensemble models" that have my attempts at #102 and #103. It also has some feature engineering from story Data Analysis I have closed.
