A framework exists through which the project can be built off of

Definition of Done:

[x] Have manifest.json file
[x] Fulfill requirements of being a chrome extension as described on the chrome webstore
[x] Builds a base from which the rest of the project can be built

For the work session I created the manifest.json files and some necessary html files. I also added a default icon and a logo to test that the popup was working
