Start on .csv to databse parsing #70

Starting to work ahead a little, parsing through the given data in a .csv file and getting it added to the databse.

Updates the .csv parsing and adds some querying for certain variables, ID, County, and FIPS. Some things will need to be changed and updated to either take update from the front end, and change their output. Note the "# NEED CHANGE" comments for location.
