user: Update SQL schema to include new table design

As a Admin, I want to set registration window, so that I can only allow users to register/submit applications for children during a certain time of year. As a Admin, I want to create events, so that parents know when important things will happen in the future on their provided website calendar As a Admin, I want to create announcements, so that parents know of important information or new things happening

Had a meeting and reviewed the current sql table with Connor and realized that we need to make some changes/additions to the schema and table designs to support what we need to be able to do in the front end. Will update this user story to include more tasks and todo items.
