create a get semesters handler for front end

As a instructor, I want to have a drop down of semesters to choose from when looking at all parents/children, so that I can approve people appropriately and see parent information

created a handler and dao function for getting the semesters from the db [t:25]

[ALackey-ai]

Fixed a small few things and tested it to make sure it works using postman [t:20]
