Rules don't sync with chrome profiles across computers #2

What steps will reproduce the problem?
1. Sign into chrome sync
2. Add rule
3. Sign into chrome sync on another computer
4. Look for rule on other computer

What is the expected output? What do you see instead?
I expect to see the rule on the 2nd synced computer. I see nothing instead

What version of the product are you using? On what operating system?
Dev channel (17.0.963.2)

Please provide any additional information below.
Windows 7. Yes, syncing extensions and preferences are checked
