Handle empty workflows #166

At the moment we cannot create runs with workflows that do not have any steps. We should think about how we want to handle such workflows.

it might be necessary to rework the stop after last step behavior. or the fact that you cant add steps anymore then

Acceptance Criteria

[ ] do we allow empty workflows at all
[ ] if so how do we handle them (What values will the run variables be set to?, What will be displayed in the UI ?, ...)
[ ] implement accordingly
