singular HTML documentation is shipped in the wrong place #532

Singular html documentation is installed (unconditionally) in usr/share/singular/html. This needs to be changed to usr/share/doc/${PF}/html. Moreover a broken .desktop file is installed in usr/share/applications for direct access to the singular html manual. The variable DOC_DIR is undefined.

This is a mess. Including bits that are upstream bugs :)

Will be totally fixed at the next merge of the vbraun branch with master.
