giac: separate documentation building and installation #608

Currently installation of the documentation is implied by make install which in turns needs dex-tex/hevea to complete. Version of giac prior to 1.6.0 would build a private copy of hevea if not found. It is now a requirement for installation in 1.6.0.x.

As part of this issue the dependency on hevea and the doc building/installation should be put behind the doc useflag.
