Allow for p to be fixed to 0 #13

In some data sets captures are not conducted on all days. We need to allow the capture probabilities on these days to be fixed to 0.

This is done for the non-diagnonal case. Need to add for the diagonal case.

2018-12-14- Fixed the TSPDE to allow fixing some p(capture) to zero.
