Create a single tool route and view #5

As a user I want a page where I can view a tool's information, such as description, condition, etc.

Acceptance Criteria:

As mentioned in #4 we need a ToolController to handle routes pertaining to tools
There is a route called /tools/{id} that takes a tool id parameter
There is a view called tool-info loaded by the above route
We can get to this screen from the tool list view
For now some static placeholder tool info will suffice
