need a way for admin to easily view the DEGG stoplights for all teams #475

It is useful to discover any problem users are seeing. currently admin have to login as a resident user to see the DEGG and the realtime power meter, or update oneself to be in a team.

The current wattpot status and DEGG status widget may potential give out hints. The DEGG status widget at UH site is currently empty. it may be because there is no goal status for the first day yet.

Let's fix the current widget then reassess whether it is meeting our needs.
