Implement a waiting list for full events #495

For events where the number of seats is limited, it would be good if Makahiki could allow users to sign up to a waiting list, which would be kept alongside the RSVP list. Right now we are implementing this as a separate Google form

The system already says "This excursion is full. You can still try to attend on a space available basis." when the excursion is full, so that text could be changed to a button to get on the waiting list.
