Create a competition summary page for breaks #519

We want to "pause" the competition between Round 3 and Round 4 (Winter break), but don't want to completely lock players out of the site. One way to support this would be a special "break" page that showed some scoreboards, standings, and a configurable message about when the break is over.

We could also use this type of break page after the final round is complete, so that users could look at scoreboards, etc.

Do you want it to have the Info bar showing the player's score?

Good question. I guess yes?

Once we have something like this, we might consider making some version of it available to anyone who isn't logged in, so non-players could check on the status of the KC.

Initial version can just say "The Fall portion of the 2012 UH Kukui Cup is now over. The Kukui Cup will resume on January 7, 2013 with new ways to earn points and more prizes to win. Enjoy your break!"

We can leave scoreboards and the like for a future iteration.

added "check facebook page for updates" in the text and provide link to facebook for results etc. leave the issue open, for a full implementation of potentially displaying the readonly summary.
