HPU golow page show activity that is not included in the SGG #561

the "play energy city" activity shown up in the golow page under the stoplight. but the activity is not in the SGG.

My guess is it is in the SGG, but with no Level or Column. We should take a look at the manage.py shell_plus and check to see what activities are defined, but don't show up in the grid.

fixed the get_available_golow_activities to check the unlock action need to be existed in the grid.
