Add Windows to CI #50

This PR adds Windows to the list of operating systems tested on GitHub Actions.

This fixes #49.

I tried combining the Windows and Unix jobs into one, but I seemingly ran into shell (bash versus powershell) issues. I think I can make one job work, but not now.
