Add pkg-config file #53

This PR adds a pkg-config file to the repository to help applications find the bmif library.

Looks good @mdpiper. Maybe add a quick test that checks that pkg-config finds the bmif package?

I modified the bmi-example-fortran CI workflow to check that this works. 🥇
