Rebuild dev environment #12

From @sebastien-lenard, there are several new packages that should be installed in the dev environment:

black-jupyter (linked to the validation processes put in place by Eric on github on the notebooks)
commonmark (depency with black-jupyter?)
dataclasses (class introspection)
fftw
future (compatibility python 2/3).
gstreamer-orc
heapdict (dictionnaries)
ipython (interactive shell)
libcurl
libdap4
libtool
libudev1
libxslt
lxml
mypy-extensions
nodejs
portaudio
python-slugify
tokenize-rt

Update on lab, jupyter, and frontier Hub instances.

@mcflugen I'm sorry, I just saw that you'd taken this issue off the June 2023 milestone. I thought that I had forgotten to add it in the first place, so I added it back. Did you want to postpone this?

In rebuilding the dev environment, I'm sticking with named dependencies of Landlab, pymt, and data components. I don't want to make an overly complex environment file with all possible dependencies; I'd rather let conda/mamba figure out what else is needed.

The conda environment file I'm using is listed here.
