CD-10: Pipeline for Unit Testing #26

Creating the pipeline for unit testing. Decided to use Jest for Unit Testing.
All the unit test files should go in the unit-tests directory
Made a super short and simple guide on what to do inside the directory
The Test workflow can fail when there are no tests to run

@thucngyyen Yes, I will write some sample tests. Might need some help from people that worked on frontend to write the tests though cause I'm not too familiar with the frontend scripts. As for the second question, I'll get back to on that
