Tested with Just so the best way to test it would be to load just terrainmovementkit(https://steamcommunity.com/sharedfiles/filedetails/?id=2048567351), Biomes! Core(https://steamcommunity.com/sharedfiles/filedetails/?id=2038000893), Biomes! Islands(https://steamcommunity.com/sharedfiles/filedetails/?id=2038001322) and rimthreaded.

Looks like "TerrainMovement" may not be compatible. Can you test and let me know?
I already tested it and posted the error log here (so ya it has a pathing issue with TerrainMovementKit (since it does stuff with swimming)
[Tested on RT 2.0.5]
I tested this issue on several fresh games, with both tribal and crashlanded starts, and on multiple tiny island biomes. I used the modlist posted in the comments above. On the first couple of tests, I ran into massive tps drop, all the way down to 1, when the pods were crashing to the ground. After the pods crashed, the game froze completely. For a moment before the freeze though, the pawns did move around. I managed to get a HugsLib report on the second test, just before the game froze. The log was full of errors.

On the tests after this, I did not run into issues with the game freezing, and no errors occurred. The only noticeable problem was the drop of my TPS count from my usual 4k down to 1,5k.
Conclusion The original problem with pawns getting frozen in place seems to have been fixed. A new problem has developed though, which causes the game to freeze either entirely, or momentarily. This only happened on 2-3 of my over a dozen tests though. In addition, using these mods with RT causes the overall performance of the game to deteriorate.
Tested this mode with 2.2.11, I was able to start a new game, as soon as the map was generated, I was greeted with a bunch of red errors triggered by some animals, then the game stabilized itself. here are the logs:

further testing is required
Got a report that its still broken in 2.5.15
