Lighting breaks after building windows, saving, re-launching, and loading.
I had lights on the inside that were casting light outside my base; maybe that's a factor.
Minimal possible modlist below, ~50% chance to break properly on each launch and load.

new arrivals1 is test world generated with minimum modlist, UwUvia is the save I initially had the problem with.
