RopeToPen not working, errors

Describe the bug

Colonists cant lead animals to pens, it errors out

Steps to reproduce the behavior (VERY IMPORTANT)

1. have a colonist try to lead a group of animals to a pen
2. it will error and the ropes will disappear
3. the colonist will try again forever

I've also seen this after a caravan came back. 2/5 animals had this issue.
