(ideology) Funeral expected message bug (partly fixed: mood debuff still not working)

IMPORTANT:

Describe the bug

• [x] fix the message "Funeral expected" stays on screen forever and never expires like it should.
• [ ] fix Mood debuff doesn't get applied

Steps to reproduce the behavior (VERY IMPORTANT)

1. have a colonist or multiple die
2. you should get the message
3. wait for it to expire
4. it wont expire (its stuck on "expires in less than a day" forever
