Pawns idle even when there is a bill at a workstation, unless they are forced by the player.
Steps to reproduce the behavior (VERY IMPORTANT)
Load up the modlist.
Set up a bill at a workstation.
Either wait until there is no other work or allow only the specified task in Work tab.
See for yourself, pawns go idle like if there was no bill.
(IMPORTANT - the bug in not completely consistent, sometimes they wont do anything at all, ever, but sometimes they idle for ~1 in-game hour but then go to work for ~1 in-game hour and then idle again)

*this screenshot shows one pawn suddenly idling when he has unfinished component at his fabrication bench, along with a second pawn working normally, after some time the second pawn does the same)
RimThreaded (both classic and experimental show this issue, but in different ways)
(edit: the save had more mods enabled, but they were removed for the sake of showing what mods cause it)
