Implements Handlers for Augmented Trading

In order to support "augmented" trading interop with csfloat.com, implements multiple new handlers and allows csfloat.com to send messaging.

Adds methods for:

• Creating trade offers
• Cancelling trade offers
• Fetch Steam User (id & session)
• Fetch inventory
• Ping status
