Renaming the top-level parsers folder to src to not limit contained code to just parsing logic
Updating Contributing documentation to reflect the new folder structure
Updating dotnet core and NuGet GitHub actions to link to the correct

This was brought up in issue #63 to enable additional dotnet projects in the existing folder structure.
