First need to get some general ideas of optimization Probably, stochastic programming is one option. Also, we can apply most recent methodologies to get out goals.

Artificial intelligence.
Data mining.
Random algorithm.
Neural network algorithm.
others.

Two methods: majority rule and flexible time selection, which proposed in my thesis.

Others like K-means algorithm to reduce the weather scenarios.
