ci: update mergifyio config to use queue action #130

Mergifyio is deprecating merge action, which will be replaced by queue action. https://blog.mergify.com/strict-mode-deprecation/

This commit makes necessary changes for the same.

This configuration is validated in https://dashboard.mergify.com/github/csi-addons/repo/volume-replication-operator/config-editor. this PR needs manual merge.
