GSL include path not passed to model/lib/da/makefile.in #1

GSL include path wasn't passed to model/lib/da/makefile.in, also made naming consistent with GSLLIB i.e. GSL_INC -> GSLINC in toplevel configure files.

Note I'm not a configure expert but it worked on my setup.
