Relicence to BSD 3-clause #55

CSIRO has changed opinion on licenses, and we can now use plain BSD 3-clause. Let us move to that. Need to update:

PR #56 took care of most of this. Relicensing on conda forge is done in https://github.com/mx-moth/emsarray-feedstock/tree/0.4.0, and will be included as part of the 0.4.0 release PR.
