Include `py.typed` file

In order for mypy et al to check types when emsarray is installed as a package, the emsarray package must contain a py.typed file.

[ ] Add empty src/emsarray/py.typed file
[ ] For each package type, include the file and add a test to check it is there
- [ ] Source distributions
- [ ] Wheels
- [ ] Conda packages
