Upload results to release if tagged and token available

Use GitHub API to create releases and upload results - this could be weaved in or more likely around the pipeline.

• requires using an authentication token which could be an input to the pipeline or a wrapper script, or env var
• results could be uploaded to an existing release or a new release could be created if one matching current tag does not exist.
• preferably used only for runs with specific revision e.g. using nextflow run -revision v1.2.1
  • if not, additional checks needed at execution to check if no diff to HEAD and use last commit SHA for tagging
• uploaded results could carry additional run metadata allowing multiple results sets for the same release

Consider using NF workflow.onComplete block - trace available but not report, timeline or DAG
