Simplex algorithm #7

A Nelder-Mead simplex implementation needed for a use case (inference mode for forecast rainfall post processing).

The wikipedia entry looks adequate.

Pretty easy in principle but refactoring SCE complexes is warranted and will take a bit of time. Underway.
