notify_level isn't parsed #477

Hi,

Little issue here : when I try to use --notify_level on cif-smrt I get an unknown option error. I took a look in your code and it seem that your not parsing it in both cif-smrt and cif-worker even if it is in the help text.

odd. we must have added it but not really used it. do you have a PR you could send along to fix it?
