Chat notifications #424

Since the native notifications I added don't seem to be working, I have replaced them with my own pop-ups. Users can choose to disable notifications or only receive them for private messages.

Hey Oley. This project has been paused until someone can fix #421. Nobody in class wants to work on that issue, the project has halted.
