HLS Scenes missing bands #22

Some HLS scenes are missing bands in Azure open datasets.

I'm currently compiling a list of tile/year/scene, but here is one to start tile year scene example_url
12UWV 2019 L30.T12UWV.2019209 https://hlssa.blob.core.windows.net/hls/L30/HLS.L30.T12UWV.2019209.v1.4_11.tif

The equivalent NASA HDF file does have all 11 bands https://hls.gsfc.nasa.gov/data/v1.4/L30/2019/12/U/W/V/HLS.L30.T12UWV.2019209.v1.4.hdf
