Create v2.9-LTS branch for Long Term Pyhon 2.x support #244

As part of the dropping timeline for Python 2.x support, a new branch needs to be branched out from the 2.9 release: the v2.9-LTS

That new branch will live until January 1st, 2020

This is sort of a reminder to do that
